China to Further Save Energy through Policy, Tech & Innovation

    China says it will continue its efforts to save energy and develop renewable energy.

    In the country's first-ever white paper on energy issued on Wednesday, the Chinese government emphasized its goal to improve an energy supply mechanism which is stable, clean and safe.

    Reporter: The white paper issued by the State Council says that China will continue to keep renewable energy high on its agenda, making it a preferential field under the energy-saving framework.

    So far, the country has enacted renewable energy law since 2006, and implemented supportive policies and funding to develop such energy.

    Han Wenke, an energy official with China's National Development and Reform Commission, said that in addition to these measures, China will increase the efficiency of renewable energy through technological progress.

    ''From the technology perspective, the country is adding its input, which includes supporting research and encouraging self-innovation. ''

    China is planning to raise renewable energy consumption to ten percent of the total energy consumption by 2010. But this is not the only work on which China is focusing.

    Han Wenke said saving energy and cutting emissions are as important as developing renewable energy. China supports energy-saving industries, expecting to further cut emission and pollution.

    ''The government is leading enterprises and consumers to save energy. For industries that may cause pollution, we have strict regulations on pricing, taxation and market entry.

    During the last three decades, energy efficiency has become increasing important in China.

    The country is currently implementing ten model projects on energy conservation for necessities such as electricity, heat, oil, for businesses, families and individuals. It has also started wide-range promotions to encourage the public to join the energy-saving campaign.

    Meanwhile, a national energy supply mechanism has been gradually improved. The white paper says in the future, China will enhance its ability to deal with energy crises, including more supervision to ensure coal mine safety.

    Han Wenke said China still has lots of work to do to achieve this goal, and must learn from its own experiences.

    ''China has a strong base for the energy industry, which it will develop to a higher level, especially in supply. This is the result of sound policy, progress in technological innovation and other efforts.''

    The official said China's development in energy industries is not a threat, but an opportunity for all countries to develop in a cooperative way. The country also plans to be more open in international cooperation, in terms of attracting investment and trade.
